If you're a beginner... then this is okay. seriously try to use more motion from your subjects. camera language is good, but overusing zooms, pans and other thing hurt your story by making it unwatchable. Oh.. and please please please get away from microsoft paint. PUT IT DOWN, NOW. we don't want to have to hurt you.
get a copy of Corel Draw or something with a better palate of tools and options... there are TONS of free open source vector graphics programs out there that you could download, or just pony up and buy a copy of Adobe Illustrator and Adobe Flash. it's pricey but it's worth not having your animations look terrible.
also, the story was very difficult to follow. i get it: his monitor explodes and he's upset that he has to buy a new one. but nothing that happened to him was very funny or interesting.
keep doing it though... you've got potential, and obviously you want to learn to do this animating thing.
